The Road from Primary to Secondary in Uganda

Uganda's Universal Primary Education (UPE) policy opened school doors — but poverty closes them again. School fees, uniforms, and materials cost more than many families earn in a month.

Uganda's School Ladder

P1–P3 Lower Primary Ages 6–8

Children learn foundational literacy and numeracy in their local language before transitioning to English instruction. Even at this stage, many rural families struggle to afford the 50,000–150,000 UGX term fees.

P4–P7 Upper Primary Ages 9–12

The curriculum deepens across Mathematics, English, Science, and Social Studies. P7 ends with the Primary Leaving Examination (PLE) — a national exam that determines secondary school placement. Missing this exam means missing secondary entirely.

S1–S4 O-Level Secondary Ages 13–16

Students study eight or more subjects and sit the Uganda Certificate of Education (UCE) at the end of S4. Boarding fees at government schools can reach 800,000–1,500,000 UGX per term — an insurmountable cost for most families without a sponsor.
